Can RDF Properties contain other properties?

Can RDF: Property contain other properties along with rdf: range and rdf: domain. For example, you might have the following:

<rdf:Property rdf:about="&base;adminStaff"> <rdfs:domain rdf:resource="&base;Staff"/> <rdfs:range rdf:resource="&rdfs;Literal"/> <dcterms:description>This is a member of staff</dcterms:description> </rdf:Property> 

The bit of interest here is the use of the dublin kernel description element. Is it really. It looks normal when viewed as triples and makes sense, but I'm not sure if this property is really in another property.

Yes this is true. You can also check it out in the Dublin Core Metadata Element Set .
