How to blur the image during loading? (Like Facebook)

Can someone point me towards blurring the image while the rest of it is loading? Its almost like Facebook uploads a percentage of the image and then blurs it while the rest is loading? if that makes sense ..? Thanks in advance!

Most likely because they use progressive jpegs or similar image formats.

I assume that you are loading progressive JPG (at one time, it was an interlaced GIF). PNG also supports the interlacing option if memory is used.

In any case, Facebook itself does nothing but encode images using a progressive / interlaced format. Your browser takes care of showing the low resolution version at boot time, and then showing a sharper version when the download is complete.
