Is it possible to create multiple portlets inside a portlet? I mean a multi-level portlet.

Yes. You can use the Nested Portlet for this purpose. This is the layout container for other portlets. You can select the desired layout in the configuration.

Yes, of course, you can have a portlet in a portlet.

Liferay provides a taglib through which you can easily insert various usage portlets (display web content, breading, navigation, etc.) in the portlet

NESTED portlet

Assuming you're talking about a wireframe, platform, or something similar, yes, it is possible. See if your structure has a Nested portlet view. I use the liferay platform and they offer an implementation of the Nested portlet .
