FileNotFoundException for reference assembly

I get a really strange FileNotFoundException thrown for the first time when I try to use the class defined in the assembly I referenced. The assembly has not changed, and the location in the project file correctly matches the physical path on the disk.

It unexpectedly started with a failure in the solution, which consists of two library projects, a Windows service project and a console application, when I added the installers to the Windows service and the installation project. However, I have a console application as a single launch object, there are no links in any case between the console application and the service / installer projects.

If you enable assembler binding logging, you will find that FileNotFoundException will contain a complete merge sensing log for the missing file. This usually makes the problem pretty obvious right away.
