How can I use the Apple SDK on a PC?

I need to create applications for the iPad, but I don’t have a Mac, can I run the Apple SDK on a PC, through an emulator, or some other method?

In order to create an officially authorized app approved by Apple, you need to create this app on Apple hardware.

There is no easy way around it.

You can install the latest virtual box for Windows and run mac os on it. See http://www.sysprobs.com/install-mac-snow-leopard-1063-oracle-virtualbox-32-apple-intel-pc

A bit awkward right now, but virtual boxing should add extra support for screen resolution and other integration features. Just make sure you make the virtual disk large enough> 20gb.

A bit more detail. The Apple SDK is a multilib gcc-derived bundle compiled to work in Darwin, like + Cocoa systems and friends (headers and compiled libraries). All of these frameworks and binaries are MACH-O multi-archive binaries that simply will not work on platforms other than Darwin. So these are not superficial restrictions, just the SDK will not work.
