UI rules for a child-centric website

We plan to create a site for assessing children (games, quizzes). Are there any specific user interface rules for targeting children (for example, using the keyboard on a laptop or standalone keyboard, the ability to control the mouse, the ability to navigate the user interface and its controls, the size of buttons, page navigation)? We are looking for something to be careful about.

Jakob Nielsen has a pretty decent usability alert for kids . There is also a usability guide at the end of the warning window. In short: children do not scroll, they like to read, suckers for advertising, and if Microsoft Bob is sold to children, was a hit.
