Can I see which version of .NET was created?

I do not need to do this from code or anything else. You just need to learn from the windows.

You can use Reflector

For example, if you open log4net in the reflector, you can see its Target Runtime.

You cannot easily find out without checking dependencies.

You can use the .NET reflector or Dependency Walker to do this.
