This is basically an indicator of how many requests that JMeter was able to send to your test site / application. Or, in other words, the number of requests that your test site / application was able to receive from JMeter. An increase in bandwidth will mean that your site / application will be able to receive more requests per second, while a decrease will mean a decrease in the number of requests processed per second.
The relationship between bandwidth and response / request time is entirely dependent on ysth. Usually I use this number to see the load on the server, but run the test several times (30x min) and take the average value.
