What conditions will cause a pop-up blocker?

I would like to know the conditions that popup blocker will trigger.
I know that window.open without clicking the page user will call the popup blocker.
But if the user clicks on the flash, and then the flash calls the window.open js function, will this call the popup blocker?

Is there really an answer to this, "Regardless of who the pop-up blocker programmer wanted it to be called up." It can be very wide from one popup blocker to another. Many of them are launched using any javascript that generates a new window without any user interaction. Some are even more restrictive than that.
