this is called a horizontal rule and can be created using the following:

 <hr /> 

However, the fact that the line is gray is online by default. Using CSS, you can style it as you wish.

One thing I have always found is that the CSS control over the HR tag is very limited, I am always inclined to believe that the div defined in my CSS is long and thin.

No need to be gray, as it can take styles like everything else, but how they behave in different browsers can be difficult.
