Send Skype messages from the Internet

Question

Is it possible to send skype messages from the Internet without using the skype desktop. Example: A user enters his Skype username, username and destination Skype address, then there will probably be an authorization request from Skype, he will enter his username and password, and then the message will be sent to the recipient.

I also wander if you can somehow send a message to those who choose "Allow chat messages from people only in my contact list", and the sender is not listed in the recipient’s contact list.

Yes, you can. At first, although your Skype application should be open.
Then in your ASP.NET project just import Skype4ComLib.dll

using Skype4ComLib; 

then send the message to the recipient using:

  Skype snd = new Skype(); snd.SendMessage("receiversuserid", Message)
