Please explain what are themes and generic.xaml?

Question

I noticed that when I create a user control in visual studio, it adds generic.xaml to the Themes folder.

What is the purpose of this folder, what is special about generic.xaml? why when I try to reference my own dictionaries from generic.xaml, they don't seem to be picked up by the application?
