If you have Windows XP or older, you can go to the command line and enter:
edit test.bat
It should release a blue screen with a very primitive graphical interface that allows you to open, edit and create batch files. It also has a list (along with detailed descriptions) of each command used both in batch / command line programming and in shell software. This program is also available in Windows Server 2003 and later the last time I checked !: P
