ISE for cmd / batch scripts?

There is an integrated environment for Windows Powershell scripts, but is there an ISE script for Windows (.bat)? How do people effectively develop .bat scripts, are you using some kind of ISE?

If you have Windows XP or older, you can go to the command line and enter:

edit test.bat 

It should release a blue screen with a very primitive graphical interface that allows you to open, edit and create batch files. It also has a list (along with detailed descriptions) of each command used both in batch / command line programming and in shell software. This program is also available in Windows Server 2003 and later the last time I checked !: P

I just use a standard (but decent) text editor - my personal one is vim, but there are others (Text Editor, Notepad +, etc.).
