Why does the WebBrowser DocumentCompleted only work when loading all images?

I have a WebBrowser control in my application, I thought that DocumentCompleted starts immediately after loading the body with or without images, but it is not.

The body loads, and the images take time to load, and the event does not fire until all the images have been downloaded.

How can I avoid this and fire the event immediately after loading the body? (I'm not interested in images)
