Sync Android data from sqlite device to server

Question

In my application, I have two sources of data management: one through web services and the other reserve in the SQLite database in the device itself. In this case, I want to add this function to transfer data from the device to the server and from the server to the device if web services are available. Please suggest what would be the best way to accomplish this implementation.
