How to create a special network from iOS

Question

I am looking for information on how to programmatically create an ad-hoc network from an application on an iOS device. I heard that this is possible in 4.3 with the hotspot function, but I'm not going to get attached.

I am also open to options related to jailbreaking and private APIs on devices that do not support 4.3 (iPhone 3G).

Bluetooth is not an option for my use.

I believe it depends on how your airline permits this configuration or not.

If your carriers really allow, you can find it on

Settings → General → Network → Personal hotspot
