Only one application on the galaxy tab?

I have a client who wants us to develop an application that will be the only one that works on the tablet.

The goal is to have the application run at startup and be the only VISIBLE user. Then the user will be able to launch the browser by clicking on the icon.

I assume that for this purpose I should create a home replacement application. However, I would like to know if there is another simpler method?

Important: the application should not be installed from the market, and we will be responsible for installing the entire device.
