How can I cut the color of # F4F4F4?

I already use shortcuts like #EEEEEE changed to #EEE

Is there a way that I can combine colors like F4F4F4 using CSS

Not really. F4F4F4 shorter than RGB(244,244,244) , if that is a consolation :)

No.

As you noted, colors in the form of #xxyyzz can be shortened to #xyz, but for colors where the red, green, and blue components are equal, there is no abbreviation.

No, you cannot, only colors where the hexadecimal representation of each color (RGB) can be abbreviated.
