Webcamcapture + photoupload (e.g. Facebook) for PHP

On my site based on PHP (Joomla!), Users should be able to provide a photo of their users and provide some comments on it (for example, name). Then this file along with the comment should be saved on the server. The user should simply do this, either by downloading the file, or by taking a picture using his webcam directly on my site. I like how Facebook decided on the user interface for this. Is there a free (or cheap) component (I suppose it needs to be done with flash?) That I can connect to my PHP site?

I do not know if there are free and useful webcam applets. I finished writing my own. Receiving images from a webcam is not very difficult in flash. Then I use PNGEncoder (com.adobe.images.PNGEncoder) from Adobe itself to convert bitmap data to PNG images (by default, flash is only bitmap images, and this is a big download method). I get URLLoader to publish it on my site.
