Netbeans supports GUI development. It has all the JSF components that you can drag and drop to create a form.

In eclipse, you must install the Jboss tools from the eclipse market. It has all the bean (component) that you can drag and drop to create a form. It has additional support for other tools provided by jboss - sleep mode, richfaces and others. I really prefer this one :).
