What is a good GUI utility for applying patches on Windows?

Question

I am looking for a good GUI utility for Windows - this is what I will send to someone who has not worked with patches before, so ease of use is important. I know that WinMerge can generate patches, but it cannot apply them; does such a GUI utility exist for Windows?

PS - I was considering publishing this superuser, but since diff / patch is primarily a software tool, I thought it would be better here. If consensus otherwise, I will vote to migrate.

TortoiseMerge , which is located in TortoiseSVN , TortoiseCVS , or TortoiseGit will sign the account. However, it should be warned that a full installation adds other default right-click menu options, so the user may prefer to configure only those parts that they want.
