I am looking for a list of time zones with polygon lat / lng information. I want to create a tool that I can punch in lat / lng and spit out the time zone. Basically the same as Geonames and EarthTools, except that I do not want to make a web service call or rely on a third-party service with request restrictions.
Any suggestions on where I can find this data?
