Unable to create distribution profile

Does anyone know what causes this? I get this every time I try to create a distribution profile, and on my Apple Developer Accounts . Can someone tell me what I'm doing wrong, or is this a bug caused by Apple.

Same problem. I called Apple Developer Support in Canada, and their representative is currently investigating this issue and should update me within an hour. I will tell what he says here.

UPDATE

It turned out that Apple is experiencing unusually high server load due to yesterday's key point, increasing interest in iOS development. Try again outside peak hours.
