CALL_PHONE permission issue for Android

My application does not use the CALL_PHONE permission and did not declare it in the manifest, but when installing the application it shows that the application uses the CALL_PHONE permission. Please help me about this. I am developing for Android 1.6 and have installed a testing app with SDCard.

If you use minsdkversion as 4 or more, this problem will disappear.
