Allow user to use advertising features to unlock

Is it possible to provide the user with the opportunity to either purchase the full version, or click the ad to unlock the function in the application. In my opinion, AdMob pays based on clicks, not impressions. Can I also listen to clicks on ads on Android?

If the User is a publisher, the User should not and should not allow or encourage any third party to create fraudulent displays or fraudulent clicks on any advertisement,

You should not ask your users to click on ads. This is contrary to the terms of service.

You need to carefully read the agreement with the advertising provider. For example, I know that Google Adsense will not allow this. I admit that this may not apply to AdMob (which I have no experience with), but for those who have been in the queue for some time, read the fine print. Here is part of the Adsense Terms of Service I think (section 5):

You should not and should not allow or encourage a third party : (i) directly or indirectly generate requests, referral events or impressions or click on any ad , link, search result or redirect button ...
