Convert PSD to HTML

I got some PSD files created by the designer. They contain buttons and sliders and other elements of the web interface.
How to convert PSD parts to CSS / web elements? The PSD was created correctly to be able to do this. I also have an EPS file containing web interface elements, and I don’t even know how to open it. What software do I need and what is the process of getting HTML elements from both files?

You cut the various images you need from the graph, and then assemble them by writing HTML and CSS (manually).

There is no magic software that converts PSD to html / css. Take someone to do it for you. It is cheap. There are many online services. Just find psd for html.
