Does Windows Phone emulator perform full os boot?

i installed 7.1 beta-2 developer tools in my laptop. By launching a solution that shows that "the Windows Phone emulator is fully loading the OS"? I tried many times to uninstall and reinstall the developer tools, but did not use.

Please tell me that I encountered such an error, so for many days I cannot figure out how to fix this error.

please tell me why this error occurs and how to fix this error.

I had this problem before.
I fixed it by deleting the files in the C:\ProgramData\Microsoft\XDE folder, and then repairing the dev installation. I guess reinstalling will fix it as well.
