NURBS library supporting 3D NURBS

Does anyone know a free (as in free beer) C, C ++, or even the FORTRAN library, which supports operations not only on NURBS curves and surfaces, but also on volumes (i.e., the invariant NURBS)?

I know about open nurbs , but as far as I know, it does not support NURBS volumes (do not hesitate to correct me about this, as my experience with this library is somewhat limited).

The IRIT simulation environment supports trivial back-up volumes.

It is free, but only for non-commercial purposes. You can contact the developer and set the terms of commercial licensing.

The opennurbs ON_NurbsCage class is a three-dimensional NURBS volume.

The declaration of the ON_NurbsCage class is in opennurbs_nurbssurface.h, and the implementation is done in opennurbs_nurbsvolume.h

ON_NurbsCage provides a means of evaluation, bounding box and iso-surface.
