Voice and text recognition

I am starting Android development. Is it possible to record speech in text software that can access Googles voice system for a text system?

No, the Google Voice API is closed. They do not allow you to use your API to create software for others.

There are other companies that can provide speech recognition software as a product (you install on your server) or as a service (send audio and receive text).
