Make pop-ups using Cocoa Touch

I am trying to create a popup in "Camera +" or "Tweetbot" (for example, this: Tweetbot or this Camera + ). How can i do this?

This component is usually called Popover or Callout. Apple provides you with an implementation on the iPad (UIPopover), but not on the iPhone.

There are several libraries that try to solve this problem and create similar pop-ups like the ones you showed. With a bit of tweaking, you can make it look the way you linked. Below is a list of those that I have found so far:
