Navigation bar (similar to Xcode) for Cocoa application

Question

I defined the Xcode transition line as something that would prove very useful in one of my applications. I searched high and low (both on the Internet and in Apple's documentation), and did not come up with an affordable implementation of a transition bar or similar control.

Is there a public jumping control?
