Setting character encoding in Day CQ

I have markup that I add to the page component in Day CQ, which was UTF-8 encoded by the author. Initially, I could not save it to CRXDE, the b / c editor was configured to save to ISO-8859-1. I found a setting to change this, but now that when a page using this component is displayed in the browser, some of the characters seem to use a different encoding. Is there a setting for the CQ web server or servlet engine that I need to change? I am running CQ 5.3 on Windows 7.

Edit: HTTP headers have Content-Type: text / html; charset = UTF-8 is the meta tag that indicates meta http-equiv = "Content-type" content = "text / html; charset = utf -8"

I believe the solution was to add pageEncoding = "UTF-8" to all the JSPs that are part of the rendering of this page. I also changed the web.xml file from this link: http://www.coderanch.com/t/87264/Tomcat/Character-Encoding-Tomcat and restarted the server several times.
