Can Fiddler Track Non-HTTP Traffic

I developed an application like Client / Server. XML data is transmitted between the client and server. I want to simulate how it will work in a very slow network (i.e. Radio @ 9.6 kps). I understand that Fiddler can be used in the modem to simulate modem speed . But no matter what I do, I cannot configure Fiddler to receive traffic from the client and redirect it to the server. And I also tried the "reverse proxy".

Does Fiddler work with protocols other than HTTP?
