Middle Mouse Button Overflow Error in Chrome (Win)

Everything is fine until you try to scroll by clicking the middle mouse button. Then you can actually view the borders of this element.

This does not happen in FF or IE. Is this a known Chrome bug?

I believe this is a Webkit error. Here's a bug report from Chromium: https://code.google.com/p/chromium/issues/detail?id=89366

It is said to be fixed in beta.
