Any critical / supporting tool for designing / developing a DB / Schema schema

Is there any RDBMS schema design support tool that can test / critically evaluate the database design, suggest changes to improve normalization, suggest limitations, detect potential conflicts, etc.?

Note that the idea is not so much in the charting tool, although if integrated into the charting tool, it will swell. Alternatively, it could be something that works with an SQL schema.

Preference will apply to FOSS tools.

I am sure that if you post your questions, people will jump on it with some insightful opinions. I doubt that you can really develop a program that can do this ... it really depends on what you are building. Normalization does not define a β€œgood” design.

TOAD is the most popular tool for this (sorry, not OSS). http://www.quest.com/toad-for-oracle/

This will help you find some problems with your design, but it is not a magic bullet. Other than TOAD, I have not seen another tool that is close to being useful, as opposed to manually auditing a circuit. Any other ideas?
