How to make vs2010 automatically generate tags at the end of a file

I am trying to automatically generate a stub method using the visual studio function View.ShowSmartTag

When I select this parameter, Method8 will be placed immediately after Method2, but I want to place it after all Method7 methods in this case.
Are there any settings for this?
