Raster indexes not included in Oracle XE

I am using Oracle 10g XE (Express Edition). If I try to create a bitmap index, I get an error

ORA-00439 function not enabled: indexed bits indexes

How to solve this problem and create a raster index?

Online documentation includes a licensing guide. It says:

Feature | Availability ---------------------------------------+-------------- Bitmapped index, bitmapped join index | No

The fact is that Express Edition is free and, therefore, does not have all the Oracle features paid for for databases.
