XNA libraries are not registered. Could not compile or debug project

I ran into this problem only with Windows Phone solutions. My old PC game solution works great. Can someone help me what the problem is?

So far, I have been trying to reinstall Windows Phone Tools. The source code is downloaded from the official XNA tutorial page on MSDN. I also checked the GAC, and there are already libraries for the PC version. But there are no libraries for the XBox version and the phone at all (for example, XNA.Framework.Avatar, XNA.Framework.Touch). I cannot understand why this is happening, given that I used the default MS installer for telephone tools. All DLLs exist in the ProgramFiles / XNA / v4.0 folder, but for some reason they are not registered in the GAC.

Ok, reinstalled XNA 4.0 and phone tools, same thing. It just does not register assemblies at all. What to do?

I had this problem before. Try installing the Windows Games component

Then install XNA again. It worked for me.
