The application must be released to the market, and admob will know when the phone received the announcement and changed its status to green. Ads in the emulator do not activate the status, as this is a test device, which was probably specified in the xml file. You should not click on ads in your application, so the test device and / or your own phone must be specified in the xml file so that Admob ignores ads on these devices.
