How does branching make notifications?

Question

Yesterday BranchOut notifies me that a friend has joined this app in the top bar and asks if I want to receive notifications from Branchout.

If I understand well, there are two types of notifications: - user to user: displayed on the top line - application for user: displayed in the application on the left.

So my question is: does anyone know how they do this?

This may be one of two reasons:

BranchOut has access to exclusive notification features from Facebook.

Facebook promotes apps recently installed by friends. In this case, as a friend installed the BranchOut application.
