Android video stream delay: world via somene elses webcam

Question

I'm trying to transfer a video to a webcam on my Android (gingerbread 2.4.3) and everything is set up for me. I broadcast my webcam, threw VLC with h263 codec and mp4 container format into rtsp stream; my problem is not that I do not see the video, it is that the video buffer time (8-10 seconds) is long, I can not do this.

I was wondering if it is possible to reduce the buffer time to a stream in real time? If not, is there a better way, can I display live video?

Have you ever found the answer to this question? I think RTP / UDP will be faster and will be built into vlc.
