In Season 12 Episode 07 “Great Money” in “The Simpsons” I noticed “gibberish” signs on a Russian spaceship several years ago. By chance today I decided to find and see if anyone had decoded them, but could not find any results.

I suspect this is KOI8-R, displaying as latin-1 or windows-1252. The image that I could capture is not very clear.
I have two interpretations of mojibake, as shown in this interaction with the Python 3 code interpreter:

Looking at the code charts on Wikpedia, I can’t understand what characters like "<" and "+" are. I thought about how to rape and match it with some kind of spellchecking dictionary, but first I would like some help.
Is it possible to restore the original text or meaning? Or is it really gibberish?
(I appreciate if someone knows what he is saying, but I would like to see if this can be resolved through some kind of code.)
