Excel scatter plot using time data for an xy scatter plot plot without converting to a data series

I have data for x and y coordinates based on time ("hh: mm: ss") for the xy scatter plot for excel. Although I put the x-axis data and the y-axis data in adjacent columns and selected them both when choosing a scatterplot, excel continues to recognize the data not as x and y coordinates, but two independent series of data. How can I make an excel scatter plot program recognize data as x-axis points and Y-axis data points rather than data series (independent variables)?

Make sure that Excel knows that time really is time, and not just text that looks at you and me, like time.

Insert a row above the two columns of data. Keep the cell above the time (X value) empty, place the label above the Y value. Select this range, including the title bar, insert the XY chart.

Change the format of the data cell along the x axis to NUMBER or TEXT before making the chart. When the graph is displayed, change the formatting of the X-axis display to date / time.
