Using Expression Blend for Normal Website Design

I heard a lot about using Expression Blend to create HTML / Javascript Metro applications.

However, I am wondering how to use Expression Blend to create websites, i.e. Web applications that run in all browsers, not just inside the Metro IE engine.

Question: is it applicable as is or will there be Expression Blend spew IE specific JS / HTML, which you will need to edit / modify / delete manually?

Expression Blend 2012, the current version, is not designed to create websites. The HTML used in Metro apps is markup for Windows Store apps.
