What are the Android user interface development tools

Question

For the past 6 months, I have been working on developing mobile applications for Android. My question is that any authority uses any special tool for Android UI design, with the exception of DroiDrow. Which one is mainly used for user interface design?

For prototyping user interfaces, I use the Pencil Project. It has a plug-in with android templates that can be downloaded from the official site. In addition, it exists as a plug-in for firefox or as a stand-alone desktop application and cross-platform, free and open source
