Stopwatch.IsHighResolution = false on my machine. What for?

I just realized that Stopwatch.IsHighResolution returns false on my machine. What for? What does he need to return the truth? What equipment? MSDN doesn't say anything about this.

You may not have permissions for high resolution performance counters or your equipment may not have this feature to support high resolution performance counters.
