Visual Studio Design Overlapping Panels

Question

I have about 4 panels that overlap each other, and I need to be able to make changes to each of them. When I select panel 1 and try to bring it to the front, and then click on the panel, it just holds panel 4. Before

The same thing happens with the right pane 4 and sending back. I click on the panel and still to come.

How do people usually deal with this?

As suggested, selections can be made using combos that list components on the property page.

For further links, I want to add a strategy useful for overlapping panels during development. The desired position of the panels can be recorded, and the location properties of the panels that are not of interest can be set to a position outside the panels. After designing, the location property of the movable panels returns to its original position.
