Can I get a phone call through a modem in C #

I am working on software that in an ideal world will never lose its Internet connection, and I could send an audio channel between two clients flawlessly. My problem is that this world is far from it. In case of unsuccessful Internet connection and lost audio stream, my service is practically useless.

My question is:

Is there a way in C # to connect to my system modem and either make a call or receive a call (or, preferably, both) and press / play audio to / from two points?

This approach is deprecated, but is practically not needed in my script, and I could not find much on Google, so any help would be appreciated.

No, modems (for example, I assume that you mean) do not have the ability to embed raw audio on a banknote line (perhaps if you are rewriting a driver, though), but you might want to look into an asterisk that has really cool things, which you may encounter. But to the main point, if you do not forget the modem and do not use the solution for the ip-phone, the answer will be negative.
