Does whatsapp c2dm aka GCM use for Android?

I always thought WhatsApp uses c2dm to deliver messages. But when I see running applications, MessageService always works. You do not need to run the service to get c2dm.

Why constantly maintain the service?

Facebook is even weirder, they have 3 services. One of them is for download. They started to steal my photos?

As with the cached background, this is an old application package that is supported for better speed if you need it again. I suppose the same thing happens with services

WhatsApp uses something like XMPP

WhatsApp uses a customizable version of the Open Standard Extensible Messaging and Presence Protocol (XMPP).

I myself use GCM for the chat application for Android. It still does not work properly if the device is idle for a long time.
