When you select Get Latest in the solution, it will receive the latest solution. It will not receive new elements that have been added to the solution on the server.
Instead, open Source Control Explorer and run Get Latest in the folder containing this solution. This will get everything, solution file, new files, etc.
As for this, I can only assume: Visual Studio solutions do not use the strict file system format, and you can place elements on my file system in the solution. Therefore, when you select Get Latest for a solution, the TFS provider will identify every element of your solution that is also in TFS and run Get Latest on these paths. In this case, new elements will be excluded (since their paths were not specified in get.)
New elements will be included if you had to do Get Latest on the paths themselves or in the folder that contains them, however you cannot know where these new elements are located until you have already accessed the solution file.
So, if your solutions are configured in such a way that all the elements are contained in one single directory (most of them, of course, are), then the easiest way is to use Get Latest from Version Control Explorer.
